Mr. Broughton returned to Humphrey Management as a Regional Service Manager in July 2021 after previously working for the company from 2009-2014. During his last tenure with the company, he graduated with the first Manager Development Program and was awarded Service Manager of the Year.

From painter to project manager, Mr. Broughton has spent over 25 years working in construction, repair and renovations, maintenance, and facilities management at the local, regional, and national level. In addition, he has applied his managerial and trades skills to his work in both the paid and volunteer fire service, including as an instructor and curriculum author at the Maryland Fire and Rescue Institute at the University of Maryland.


Human Resources Manager

Ms. Sterling began her career in the property management industry in January 2021, with a focus on Operations and Human Resources. With over 12 years of experience in Human Resources, she possesses a wealth of knowledge in talent management, employee relations, and employee benefits. As the Human Resources Manager, her commitment lies in nurturing a positive workplace, boosting employee performance, and enhancing overall productivity.

Ms. Sterling holds various certifications, including being a Certified Sexual Harassment Trainer from the DC Office of Human Rights and a Certified Manager of Housing from the National Center for Housing Management. Additionally, she is a proud member of the Society for Human Resource Management (SHRM).

With over 19 years of experience in affordable housing, Michelle began her career as a Community Manager and has since worked with various management companies, bringing deep knowledge of affordable housing programs and compliance. She has successfully led the development and implementation of policies and programs for mixed–income housing projects, while also overseeing project management efforts. Currently serving in a leadership role at Humphrey Management, Michelle provides guidance, mentorship, and training, contributing to the creation of a highly skilled and confident team and ensuring top–tier program implementation.

Michelle joined Humphrey Management in November 2024 and has over 25 years’ experience in property management. as vice president of operations. Michelle oversees the operations team consisting of senior regional property managers, regional property managers, marketing, director of maintenance service and director of maintenance. Michelle has a passion for affordable housing and enriching the lives of others. Michelle has held multiple positions in property management over the years. Starting her career over 25 years ago, Michelle has worked in Virginia, Maryland, D.C., Pennsylvania, Delaware, New Jersey; New York, and Georgia. She has experience with the following types of properties: hope vi; 202/8; section 8 family; 202/prac; section 236; rap; tax credit; public housing; assisted living; commercial and conventional. She has overseen new construction, renovation and rad projects. She has also been involved in lease up of properties. Michelle has been a mentor and a trainer while holding her positions as community manager; a SR community manager; regional property manager; vice president of operations and chief operating officer.

Ms. Zuniga Sanabria joined Humphrey Management in October 2020 as Vice President of Acquisitions and Business Development. Ms. Zuniga Sanabria is the principal of Foundation Development Group, an affordable housing development company, and is an active advocate for affordable housing. She is currently the President of the Maryland Affordable Housing Coalition, the Board Chair of Bridges to Housing Stability, a Howard County-based non-profit, and a board member of the Anne Arundel Affordable Housing Coalition. Prior to her role at Foundation Development Group, Ms. Zuniga Sanabria was Vice President of Development for Conifer Realty, LLC, a Rochester, New York-based, nationally-ranked, affordable housing development, management, and construction company. In this position, Ms. Zuniga Sanabria was responsible for leading operations in the Maryland Regional Corporate Office.
