Director of Maintenance

Mr. Broughton returned to Humphrey Management as a Regional Service Manager in July 2021 after previously working for the company from 2009-2014. During his last tenure with the company, he graduated with the first Manager Development Program and was awarded Service Manager of the Year.

From painter to project manager, Mr. Broughton has spent over 25 years working in construction, repair and renovations, maintenance, and facilities management at the local, regional, and national level. In addition, he has applied his managerial and trades skills to his work in both the paid and volunteer fire service, including as an instructor and curriculum author at the Maryland Fire and Rescue Institute at the University of Maryland.


Marketing Manager

Kristy comes to us with 15 years of Multifamily Marketing and Sales experience, most recently a 10 year tenure at Apartments.com She has been eager to take on this new role and had an amazing first week. Kristy is a graduate of The University of Delaware where she was a collegiate cheerleader and a member of the Kappa Delta Sorority. In her free time she enjoys, live music and being on the water at her home in Sparrows Point MD. Kristy has 3 children, Jackson 23, Anthony 18 and Isabella 15.


Director of Compliance

Ms. Lutz joined Humphrey Management in 2023 bringing over 24 years of experience in affordable housing. Ms. Lutz supervises the Compliance Department, oversees compliance monitoring for all of the Company’s subsidized and tax-credit properties, and implements policies and procedures to ensure compliance with a variety of housing programs on the state and federal level. 

Ms. Lutz works closely with investors and syndicators on all tax-credit, new construction, lease-up and acquisition rehabilitation projects.

In addition, Ms. Lutz oversees Fair Housing compliance and is the 504 Coordinator. She is certified in Fair Housing, Tax Credit Compliance, Multifamily HUD Assisted Housing and Blended Occupancy Housing. Ms. Lutz earned her Bachelor’s Degree from Towson State University.


Director of Operations

Mrs. Ragsdale joined Humphrey Management in November 2016. She holds a Bachelor of Arts Degree in Government and Politics from Widener University in Chester, Pennsylvania. With over 16 years of experience in property management she has led Tax Credit, Public Housing/Hope VI, Section 8, HUD Co-ops, Elderly, Mixed Finance and Conventional communities. Her love for property management and the real estate industry has driven her to hold certifications in Tax Credit Compliance, Housing Specialist, Management and Occupancy Review, Rural Housing Specialist and Public Housing Specialist. She is also a Certified Property Manager (CPM) candidate as well as an Accredited Resident Manager (ARM) with the Institute or Real Estate Manager (IREM).


Director of Operations

Qu'Ran joined Humphrey Management in December 2001. She has held various positions during her 20 plus years tenure. She has been the Director of Training and Education, Director of Compliance and a Sr. Resource Specialist. She was promoted in April 2023 to the Director of Operations. She holds the following certifications HCCP, C4P, COS, STAR, and BOS.

Shay joined Humphrey Management in 2024. As Chief Operating Officer for Humphrey Management, Shay is responsible for the long-term growth and strategic direction of the company. With over 28 years of industry experience, she provides oversight, guidance, and direction for property operations within the Humphrey managed apartment portfolio as well as the Human Resources, Learning & Development and Corporate brand marketing business functions.

Shay earned the Certified Property Manager (CPM®) designation through the Institute of Real Estate Management (IREM). She currently serves as the President of the Board of Directors for the Institute of Real Estate Management (IREM) DC Chapter 8. She has served as Chair of the Affordable Housing Committee for NAA in 2020 and continues to serve on that committee as well as others focused on the advancement of affordable housing property management. Shay is a member of the Board of Directors for Habitat for Humanity (DC-Northern VA chapter) and served as Chair for the Habitat for Humanity Women Build Campaign in 2023. Shay received her Master of Business Administration (MBA- Management) from the Johns Hopkins University- Carey Business School and holds her real estate license in the state of Maryland and the District of Columbia.
