Owned by Homes For America, and managed by Humphrey Management, the community is comprised of a mid-rise apartment building and townhomes that were badly in need of upgrades, both inside and out.<\/p>\n<p>The project was a labor of love, and culminated in another successful renovation and rebranding by Homes For America &amp; Humphrey Management. The apartment building, consisting of 60 apartments, has been renamed Bowman Place. The name is a tribute to the late Reverend Leroy Bowman, the influential Annapolis pastor and Civil Rights leader. Located off Monument Street, the 21 townhomes of Homes at Monument round out the redevelopment.<\/p>\n<div>\n<p><strong>Q:<\/strong> How would you describe the project prior to the renovation &amp; rebranding?<\/p>\n<\/div>\n<div>\n<p><strong>A:<\/strong> This\u00a0community was\u00a0an eyesore\u00a0in the Annapolis downtown neighborhood.\u00a0 It\u00a0was in horrible condition and\u00a0the residents\u2019\u00a0quality of life was\u00a0negatively\u00a0impacted by infestation of pests, inefficient heat and A\/C,\u00a0and lacked\u00a0desperately needed\u00a0resources, just to name a few major issues.<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:\u00a0<\/strong>What improvements were completed?<\/p>\n<\/div>\n<div>\n<p><strong>A:<\/strong> The townhomes\u00a0received new roofs, gutters, windows, doors, siding, flooring, kitchens, bathrooms, lighting, electrical upgrades,\u00a0porch replacement,\u00a0and\u00a0new washers\u00a0and dryers\u00a0\u2013 which were\u00a0not in the prior\u00a0townhomes.\u202f\u00a0The apartments received\u00a0new lighting, flooring, bathrooms, kitchens, windows, and upgraded to individual heat &amp; A\/C.\u202f\u00a0All common area spaces were also renovated, including a\u00a0new\u00a0beautiful\u00a0library,\u00a0community\u00a0space, office,\u00a0updated furnishings,\u00a0fitness center,\u00a0leasing office,\u00a0bathrooms;\u00a0a\u00a0new porch\u00a0was added\u00a0on the front of building, and\u00a0a new\u00a0patio\u00a0was added\u00a0outside\u00a0in\u00a0the courtyard.<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:\u00a0<\/strong>What was the timeline for the renovation?<\/p>\n<\/div>\n<div>\n<p><strong>A:<\/strong> Construction began in 2017, and was completed in\u00a0the\u00a0Summer 2018.<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:\u00a0<\/strong>What were some of the greatest challenges, and how did the team overcome them?<\/p>\n<\/div>\n<div>\n<p><strong>A:\u00a0<\/strong>One of the first challenges was\u00a0getting the residents\u00a0to believe this renovation would\u00a0actually\u00a0take\u00a0place; there were also\u00a0unforeseen construction issues that caused delays. Once things were underway and apartment homes were ready, excitement spread among the residents, and\u00a0everyone wanted to be first to\u00a0have their apartment completed.\u202f This was an\u00a0in-place\u00a0rehab,\u00a0which meant that most residents\u00a0remained in their apartment home\u00a0during the entire construction process.\u202fWe appreciated the patience of\u00a0the residents as their\u00a0daily lives were\u00a0disrupted by\u00a0all of\u00a0the upheaval to their personal and common areas spaces\u00a0they were accustomed to using.<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:<\/strong>\u00a0What has been the response from the residents?<\/p>\n<\/div>\n<div>\n<p><strong>A:\u00a0<\/strong>The response has been overwhelmingly positive!\u00a0At first, residents\u00a0were skeptical\u00a0 that this project would\u00a0ever\u00a0be completed\u00a0&#8211;\u00a0they\u00a0thought\u00a0that\u00a0it was just another promise that would never come to life.\u202f\u00a0One of the most touching encounters was when\u00a0a resident said, \u201cMrs. Brown,\u00a0now I can bring my family to my home for the first time in 10 years without feeling ashamed or feeling like they did not want to come in.\u201d\u202f Another memorable\u00a0comment\u00a0was:\u202f\u201cMrs. Dionne, I can cook my first turkey in my full-size oven for\u00a0Thanksgiving.\u201d\u202f\u00a0A\u00a0townhome resident\u00a0said, \u201cIt\u2019s so nice to be able to do laundry at home without having to walk\u00a0four\u00a0loads of clothes to the laundromat.\u201d\u00a0One\u00a0gentleman\u00a0said,\u00a0\u201cMs. Brown this is the nicest place I have even been to.\u202f I am going to keep it clean and\u00a0see that everyone else does too.\u201d<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:<\/strong>\u00a0What is your favorite thing about the community after the renovation &amp; rebranding?<\/p>\n<\/div>\n<div>\n<p><strong>A:<\/strong>\u00a0The fitness center\u00a0&#8211;\u00a0it\u2019s so nice to see the residents using this area and enjoying\u00a0time and company together for good use. They have started a little exercise group and\u00a0they\u00a0play music;\u00a0it\u2019s\u00a0wonderful\u00a0to\u00a0see more resident involvement in the community.<\/p>\n<\/div>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Q:\u00a0<\/strong>What is the most rewarding part of being part of a project like this, and for someone not familiar with the affordable housing industry, what would you share with them about the role affordable\u00a0housing plays in communities?<\/p>\n<\/div>\n<div>\n<p><strong>A:\u00a0<\/strong>I don\u2019t think I can pick\u00a0just\u00a0one-\u00a0there\u2019s\u00a0so many rewarding things:\u00a0working with an owner who really cared and kept their word, the support from the residents,\u00a0our\u00a0community\u00a0team members\u00a0&#8211;\u00a0it was just a collaboration of so many\u00a0people\u00a0who really wanted this\u00a0to happen. It\u2019s heart-felt to see it here.\u202f It meant a lot to me because,\u00a0for me,\u00a0I feel that affordable housing is the platform to\u00a0improving\u00a0a\u00a0person\u2019s quality of being.\u202f Safe and secure housing is a basic human need;\u00a0it\u2019s not a choice,\u00a0and I can recall a person saying to me years ago when I was doing community organizing, \u201cI should not have\u00a0to\u00a0choose between\u00a0paying\u00a0my rent or feeding\u00a0my family. Because of affordable housing,\u00a0I don\u2019t have to choose anymore.\u201d\u00a0That stuck with me through the\u00a0last\u00a016 years\u00a0of my career.\u202fI would tell that to anyone who is not familiar with the program.\u202f\u00a0Quality\u00a0affordable housing should\u00a0be\u00a0the foundation for creating stable,\u00a0strong communities. Investing in affordable housing\u00a0will create great neighborhoods,\u00a0with resources for everyone within the community.\u00a0This is why\u00a0I do what I do, why we, at Humphrey Management, do what we do.
